Organized chronologically. One "Neighborhoods" scrapbook 1967-1969 (excluding Nov. 8, 1967-Jan. 2, 1968). Aperture cards Oct 1961-Dec. 2000 and 3 scrapbooks Feb 2000-Dec. 2000 document the business of the city of Virginia Beach. There are gaps in the date ranges.

The Municipal Reference Library operated at the Virginia Beach Municipal Center from the 1960s until 2009 as a separate bureau of the Virginia Beach Public Library. It responded to information requests from city officials. As part of its mission staff clipped relevant information from the Virginian-pilot, the Ledger Star, the Virginian-pilot and Ledger star, the Beacon (published several times a week as the Virginia Beach section of the Virginian-pilot), and the Virginia Beach Sun. During the late 1960s a separate scrapbook about Virginia Beach neighborhoods was kept. The general scrapbooks include information about officials, elections, budgets, festivals and awards, and the city schools. The clippings on aperture cards was originally included in scrapbooks until it was converted to microfilm by the Municipal Reference staff with the assistance of the City's Records Management staff. In the 2009-2010 budget year Municipal Reference ceased as a separate entity; all materials were moved to the Meyera E. Oberndorf Central Library.
