As custodian of the foundation records of Massachusetts, the state secretary is responsible for binding and maintaining engrossed copies of acts and resolves of the General Court (MGLA c 3, s 23). Since 1978 responsibility for binding has been carried out by the Regulations Division of the secretary's office. Once binding is completed, the volumes are transferred to the Archives. Engrossed resolves are the original parchment resolves passed by the General Court -- (From 1826 to 1971, the secretary was also responsible for the actual engrossment of bills, i.e., copying onto parchment paper--St 1826, c 37; St 1971, c 34.) Along with the legal text of the resolve, engrossed copies include signatures of the Senate president, the speaker of the House, and the governor.
